Serhat Kemal Yılmaz was born in Yozgat Boğazlıyan in 1964. Boğazlıyan graduated from Necatibey Primary School (1976), Erzurum Anatolian High School (1983) and Istanbul University Faculty of Law (1988). He did his law internship at Kayseri Bar Association. He completed his military service in Mardin's Ömerli District as the Head of the Military Service. He started to work as a freelance lawyer in Ankara in 1991.
Married and father of two, Atty. Serhat Kemal Yılmaz continued to work for non-governmental organizations and political parties with a successful professional work. He served as the President of the Legal Research Association, and took active roles in the Ankara Branch of the Deniz Feneri Association and the Yozgatlılar Culture and Solidarity Foundation.
He served as the AK Party Ankara Provincial Vice President, the Ministry of Election Affairs, and the Chairman of the Provincial Disciplinary Board.
In the March 28, 2004 Local Elections, he became the AK Party's candidate for Etimesgut Mayor and was elected as the Mayor of Etimesgut with 45 percent of the votes.

Prime Ministry Administration for Disabled People (2006): Certificate of Participation Award in the Competition of Disabled Friendly Municipalities.
All Anatolian Employees and Pensioners Association (2006): For its contribution to modern urbanization Achievement Award.
Goat Magazine (2006): Best Goat Local Manager of the Year Award.
