Suat Hayri Ürgüplü was born on 13 August 1903 in Damascus. After Galatasaray High School, he graduated from Istanbul University Faculty of Law in 1926. He served in various government services. He worked in the Turkish-Greek Public Exchange Courts. He was a judge at the Istanbul Commercial Court (1929-1932). He was elected as a Kayseri Deputy in 1939 and 1943. 2. He became the Minister of Customs and Monopoly in the Saraçoğlu cabinet. He returned to the parliament in 1950. He served as a Member of Parliament for Kayseri until 1952. He served as vice-president of the European Advisory Council. He left the parliament in 1952 and was appointed to the Bonn Embassy. He was appointed to the London Embassy in 1955, Washington in 1959, and Madrid in 1960. He participated in the 1961 elections and was elected as the senator of Kayseri. He became the first president of the Senate of the Republic. After completing this duty, he became the head of the non-partisan government in 1965. He was elected as a quota senator in 1966. He remained in this position until 1972. He passed away in 1981.
